Establishment of the Carmel Market

On the eve of World War I, Arthur Ruppin offered Russian Jews the opportunity to purchase land in Tel Aviv for investment, and a small number of them bought land in the area of Carmel Street and the corner of Allenby. With the Russian Revolution, many fled, and those who bought land from Arthur Ruppin came to Tel Aviv to sell their property because it was what they had left. "Ruppin refugees" were the name given to Russian Jews who owned the land. They sought to make a living and set up stalls (stands) along Carmel Street, which until now most merchants had sold along Allenby Street and the corner of Carmel Street (today's Magen David Square). Meir Dizengoff, the mayor of the town (it was not yet a city), gave approval for the establishment of the market, despite many objections from Arabs and Jews who sold without a permit (they did not pay taxes), and so after World War I (1920), a more orderly market was established, and Tel Aviv would develop, also thanks to the Carmel Market and its energies.
